My husband is in the USMC. I don't have POA. How do I find out if someone else does?

My husband said he filled out the POA papers and gave me POA before he deployed in Sept 08. I never recieved the papers in the mail. He said they must have gotten lost or were incomplete. I can't get my car registered on base or get dental without POA. So he gave me 2 special POA's that only allow me to get dental and get my car registered on base. Why wouldn't he just get a General POA and not worry with it anymore? I have asked him this and he tells me that he could get in big trouble if his CO found out he didn't have a POA so he can't fill out a General POA or they will find out. Which I think is a big lie. I think he gave is Mother POA and they have been lying to me the whole time he has been deployed. I just need to know if it is true. Please help. THANK YOU
