Humans are visual creatures. The women in question may or may not have liked what they saw (we can't read their minds). Repeatedly looking at someone or looking for several seconds does tend to indicate either they find what they are looking at appealing or odd/gross/different. People don't tend to pay extra attention to "average" things.
